First I scrape off bits from the pastel stick using a hobby knife, then I gather up the dust and use an old flat brush for it. To apply, dip the brush in the dust and jab it onto the armor surface..(for more detailed info, try observing women when they apply make-up. It's pretty much the same)
As for getting the dust to stay, I don't really know specifically what i did.
